As a key member of the Government Affairs Team, the Manager will be responsible for helping to develop and implement a focused strategy that recognizes the challenges and opportunities for FMC Agricultural Solutions and Global Specialty Solutions (GSS) products. The position will demand a thorough understanding of the role and impact government plays in the development, delivery and stewardship of Agricultural products. The Manager must be able to identify and utilize available GA, NGO, industry trade associations and customer influence to effectuate the desired outcomes for the Agricultural Solutions product lines and FMC sustainability goals.


The position will work in concert with the Director of GA, Agricultural Solutions Business leaders and Global Specialty Solutions leaders to support and guide their strategies. Objectives will be established based on how FMC can shape the range of possible outcomes given the current and future, political and regulatory landscape as well as market conditions. The position will be afforded sufficient resources to secure the necessary advocacy required in order to accomplish policy, regulatory and marketing objectives.


Major Responsibility Areas:


  1. Internal Business Strategy: Responsible for developing focused government affairs objectives for the business across various markets. Objectives should be prioritized based upon the relative size of the market opportunity, our capability to influence a favorable outcome and the time and resources required to accomplish the identified goal. Objectives should also be developed in concert with the Director of GA and the business management for North American Crop and Global Specialty Solutions with short and long-term strategies that incorporate FMC's strategic vision.
  2. Internal Information Flow: Ensure that Agricultural Solutions and Global Specialty Solutions managers have timely information regarding latest policy and regulatory developments that affect their products. This major responsibility area will require development of a systematic information gathering and dissemination capability so that Agricultural Solutions and Global Specialty Solutions managers are aware of current regulatory developments and emerging government marketing opportunities. Additionally, the Manager should work to anticipate future directions that might support market growth, or lead to adaptations in applications.
  3. External Government Liaison: Working with Corporate Government Affairs Director and Vice President, build on established network of FMC government policy and regulatory contacts, targeting those governmental entities with greatest potential to impact decisions in North America. Responsible for informing and educating key State regulators regarding the importance of FMC products and achieving their support for our markets, expediting permits and clear policy and regulatory impediments to our products.
  4. NGO Outreach and Enlistment: Create a strong network of NGO allies in support of our products' abilities and potential to secure and bolster a safe, secure and abundant food supply chain. Utilize these alliances in developing coalitions in support of changes to regulation, support for FMC engagement at particular sites/customers, and in validating FMC products for demonstration and deployment.
  5. Creating a Solid Advocacy Network -- Internal and External Resources: Develop a strong advocacy network by understanding those locations where it makes most sense to outsource advocacy. Create accountability mechanisms and incentives for contractors who assist with specific projects and make certain they are targeted on those areas with greatest potential for return. Leverage FMC capabilities by choosing external resources who have significant reach within given venues (provincial, state, municipal, federal) and act ethically and in compliance with all regulations governing advocacy and external outreach.
  6. North America: The Manager must be able to assist in the assessment of key domestic as well as regional policy and regulations. Therefore the capability to handle a diverse portfolio of issues and successfully identify opportunities to meet major responsibility areas will be essential. The Manager will need to utilize in-company as well as external resources to magnify outreach to key government officials in priority markets


Required Education

Bachelor's Degree




  • Combined minimum 8-10 years of experience working either in a Government Affairs capacity for a mid to large size multi-national company, government regulatory agency, as a private sector consultant for the chemical or agribusiness industry on regulatory issues or in a related senior legislative / regulatory oversight staff position in the U.S. Congress or State Legislatures.
  • Breadth to understand the many potential influencers, advocates, impediments and resources that occupy the complex governmental and commercial space that impact the business
  • Expertise in the policy and regulatory process in the U.S. and the ability to ascertain those developments and areas of opportunity most critical to the business' success
  • Understanding of international markets and developments will also be essential so experience in this area is a plus
  • Understanding of agriculture and/or policy and affiliated organizations is essential to achieving objectives and is preferred
  • Critical capability to grasp complicated technology and regulatory concepts and translate them concisely and in well understood terms
  • Excellent interpersonal & persuasion skills
  • Strong writing and speaking capabilities
  • Willingness to travel
